BSI always first.....or not

We were always taught scene safety, BSI...then begin your treatment. So how is BSI not the first thing you would do in this situation?
Dispatch has called you and your partner Libby to an ATV accident in the foothills of a nearby mountain range. You come on scene to find a 60 yr old man lying in a weeded area off to the side of the road. He apparently lost control of the four wheeler and it rolled several times. According to the NREMT spinal immobilization skill sheet, which of the following answer choices contain your MOST accurate sequence of steps?
Your Answer: BSI - Direct assistant to put head in inline position - Apply C-collar - Directs movement of patient onto board

Correct Answer is: Direct assistant to maintain manual immobilization of the head - Check pulse and motor sensory - Apply C -collar
According to the NREMT spinal immobilization skill sheet answer number 2 is in the best sequence. The first answer does not check PMS before intervention and that would be failure. The third and fourth answer do not utilize a c-collar/backboard for immobilization prior to moving the patient.
You are correct that BSI is mostly the first thing you do for the NREMT practical skill tests. Look at the question again. It asks for the correct sequence. In the answer you chose you applied the c-collar, but did not check PMS. The correct answer has the correct sequence of events even though you do not check BSI first. Look at the skill sheet once more and you will see. This is a typical tricky type question that the NREMT can throw at you.
